It is very easy for the military to claim that the Palestinian terrorist was defenceless while bleeding to death. Muslim terrorists have a tradition of blowing themselves up when surrounded by their enemy. In fact, they (believe they) get rewarded after death in heaven and on earth by gifts to their families.
Thus, one can understand why Azaria went out of his way to ensure the terrorist would definitely not be able to activate whatever explosives were on or near him.
The Israeli military is saying that its soldiers doing security duty in occupied West Bank or Israel proper, must risk being killed, rather than protecting themselves and the general public from terrorist actions.
If this happens, only people with a death wish would do security duty. The result will be that Israelis of any creed, would follow the example of the refugees streaming out of unstable Muslim countries, and head to Europe and the Americas.
